Our journey so far – the Supporting Growth story

Te Tupu Ngātahi | Supporting Growth Programme was formed in 2015 by Auckland Transport, Waka Kotahi NZ Transport Agency and Auckland Council to develop a high-level transport plan for Auckland’s future growth areas.

We're proud to be planning now to give Aucklanders access to greener and more sustainable transport options.

Here’s a snapshot of our history and journey so far.

We’re planning for a greener, more sustainable future

In response to the Auckland Plan 2050 and the Auckland Unitary Plan, we’re working with Auckland Council to integrate our transport planning with council’s land use plans to create high quality and more compact future communities with greater access to active and public transport options.

Our long-term strategic transport network sets out a vision for Auckland’s future growth areas. We’re well on our way to plan and design transport projects that will help more Aucklanders get to where they want to go more easily, safely and sustainably.

  • 2015–2016
    • ‘Transport for Future Urban Growth’ is established (later to be renamed the ‘Supporting Growth Programme’).
    • Waka Kotahi NZ Transport Agency, Auckland Transport and Auckland Council work together to identify community aspirations and develop high level transport plans to support Auckland’s future urban growth areas in Warkworth, the North, the North West and Southern regions of the city.

  • 2016
    • Transport plans for Auckland’s growth areas are developed into a Programme Business Case following technical aspirations and community input.
    • Auckland Transport approves the designation for the northern end of Mill Road from the State Highway 1 Redoubt Road interchange to Alfriston Road.

  • 2017
    • Auckland Council updates its 2015 growth predictions and the sequencing and timing of future urban land to be ‘development ready’ over the next 30 years.
    • Auckland Council releases the Auckland Plan 2050, confirming its 30-year vision for the future development of the city.

  • 2018
    • The Minister of Transport and Auckland’s Mayor announce the formation of the Supporting Growth Alliance, Te Tupu Ngātahi (‘to grow together as one’), a strategic planning alliance to progress the transport plans for Warkworth, the North, the North West and South Auckland identified in 2016. These will support Auckland’s urban growth over the next 30 years.
    • New government transport policies are announced under the Government Policy Statement for Land Transport (GPS) and the Auckland Transport Alignment Project (ATAP). Te Tupu Ngātahi | Supporting Growth reassess their initial transport plans created in 2016 and seek feedback from Manawhenua, partners, local boards, key stakeholders and the community.
    • Indicative Business Cases (IBC) are developed, and draft strategic transport network plans are outlined for each future growth area – Warkworth, the North, the North West and the South. These network plans replaced the previous plans published by the Transport for Future Urban Growth Programme in 2016.

  • 2019
    • Auckland Transport and Waka Kotahi NZ Transport Agency confirm an Indicative Strategic Transport Network – a shared vision for the future transport projects that need to be delivered over the next 10 to 30 years in new growth areas. More than 70 future projects are proposed, including safety upgrades, new or upgraded public transport connections, walking and cycling paths and upgraded roads and state highways to support future communities.

    • Public engagement on some preferred option for projects within the Drury and Ōpāheke areas begins.
    • Detailed Business Cases start for some transport projects in the south to connect future communities in Takaanini, Ōpāheke, Drury, Paerata and Pukekohe.

  • 2020
    • January: NZ Upgrade Programme funding announced for Mill Road, Papakura to Pukekohe rail electrification, new train stations at Drury Central and Drury West and local and state highway road improvements.

    • May–June: Public engagement on a range of proposals for south Auckland including public transport and walking and cycling connections, the Mill Road corridor, new train stations at Drury Central, Drury West and Paerata, new roads such as the Pukekohe Expressway and Pukekohe Urban Arterial and a range of improvements to roads within the Drury and Ōpāheke areas.
    • September: Technical investigations begins on all sections of the Mill Road corridor (Redoubt Road, Takaanini, Papakura and Drury) and for rail and road upgrades in and around Drury.
    • October: Some projects are put on hold temporarily due to the financial impact of COVID-19.
    • November–February 2021: Public engagement for long-term transport connections for the North West including proposals for public transport, new walking and cycling networks, and new and improved roads.

Find out more – looking ahead

2021

  • From late-2021: Detailed Business Case (DBC) for North West projects, except those within the North West Housing Infrastructure Fund (HIF), is expected to be submitted to Auckland Transport and Waka Kotahi NZ Transport Agency for approval late 2021 to early 2022.
  • From late-2021: Papakura to Pukekohe rail electrification construction expected to start late-2021 and be completed by late 2024 (KiwiRail).

2022

  • Design of the new train stations at Drury and Paerata is expected to be complete -– KiwiRail is responsible for the design and construction of the three stations.
  • Detailed Business Cases (DBC) finalised for some transport projects in Warkworth, the North, North West and the South.
  • Some projects will lodge documentation for route protection with Auckland Council (Notices of Requirement) to start the process to protect the land needed for future transport projects.
  • It is at the route protection stage that projects progress in more detail and properties that will be impacted by the proposed designations can be confirmed. We will continue to engage with landowners and the community as we progress through this stage.

2023–2025

  • Construction of the new train stations at Drury and Paerata is expected to start in 2023 and be completed by 2025. The intention is to build as much as possible in parallel to the project to electrify between Papakura and Pukekohe.
